When you go to the new EPIC system, you can click on Help in the menu bar. Videos and other helpful resources are available to help you work through the process.
The Address & Parcel Search tab is sensitive to spelling of an address. If it says “No results”, first start with only typing the address without road, street or lane. (ex. 101 Aupuni) If you have a address with hyphenated digits, make sure the hyphen is in there (ex. 12-3456 Leilani).

Why don’t I have access to my account? Why don’t I have access to pay for my permit? Why can’t I request an inspection?
A contact for a Legacy permit (or permit created before EPIC) is determined by the originator of the permit. The person who turned in or applied for the permit is the only person that got transferred into the new EPIC system. This may have been the architect, property owner or contractor, etc.
If you do not have access to see the building permit in the EPIC system, the initial reason would be you are not on the contacts.
You can call the Building clerks and request to be on the contacts.
If you are requesting to be on the contacts, you would need to be on the original application submitted in the previous online permit system, Magnet.
If you are an associate of a company on the contact list but not on the original application, DPW will just need to confirm your status by calling the company.
Once we have confirmed your status, your contact with be updated to have access to that particular permit.
When you have access to the permit, you will be able to:
- see workflow
- pay for an invoice or fees
- request inspections
You can register for a new account on EPIC and if you are the originator of the permit, you can see the updates. If you are not the originator, Building Division Clerks will need to add you as a contact. If the permit has already been submitted, the originator has to call in to have contact manually added (see the Building Division page for East Hawaiʻi and West Hawaiʻi phone numbers).
Please note, a change in contact may incur a fee.
Yes. The person who applied for the permit can register within the new EPIC system and pay fees on-line.
If someone else is paying the fees, you will need to add them as a contact (see the question, "Why don’t I have access to my account? Why don’t I have access to pay for my permit? Why can’t I request an inspection?"). The new contact will need to register for their own EPIC account to access the payment.
Who is the "agent" on the Property Owner and Project Declaration forms? Should it be the same as the agents we input through the EPIC system when inputting permits?
The Property Owner Declaration form is the owner. The Project Declaration form is the person who is asking for the permit. The Project Declaration form is required prior to issuance of permit. The Project Declaration form identifies the subcontractors, licenses, and scope of work for the project.
Can we use the same owner declaration form for all permits needed for a particular project or do we need to get multiple signature from the owner for each permit needed?
If it is the same owner on multiple projects, you can upload the same form.
The EPIC system has a new one permit in place. When the contractor starts the permit, they will need to add the plumber and electrician to contacts prior to submitting the application. If the subcontractors are not identified at the time of application submittal, The Project Declaration form is required prior to issuance of permit. The project declaration form identifies the subcontractors, licenses, and scope of work for the project.
All new permits will need Project Declaration form and Property Owner Form with any forms required previously. (Ex. building plans, inspector summary, etc.)
The "One Permit System" will allow a person who is applying for a Building permit to apply for the electrical and plumbing permit at the same time. This will allow all permits to occur at the same time and provide a quicker process.
If your permit was received before July 16, 2021 and approved in the new EPIC system, your permit is part of a "One Permit System".
